Google stopped adsense accounts in Pakistan

Is the Google Stop giving new accounts to pakistani people.I had apply 6 times for a Google adsense account with different Address and Postal Codes but Google is always reply me with Incorrect Postal Code address please help me how can i get a Google Adsense account in pakistan.What is the easiest way of getting a adsense account.
